Board of Directors, Rapid City Fine Arts Council:

Following our meeting this past Monday, April 25, 2005, which included Ron Reed, Ted McBride, Wayne Gilbert and myself and Dennis Riske, David Cameron, Jim Wefso, Bill Wyatt and Barbara Linderman of the Rapid City Arts Council, I wish to confirm the position of the Performing Arts Center Group as expressed at that time.

We were asked first of all whether it was possible to reach an agreement whereby we would drop our proposal for a Performing Arts Center located on the Journey campus. In response to that suggestion, we explained in some detail that the costs of the project and the physical limitations of the 7th and Quincy location combine to make that option unworkable for our organization.

We then turned to a discussion of how 2012 funds could be allocated to fund a reduced expansion of the Dahl and a separate Performing Arts Center. We have been and remain eager to arrive at an agreement along these lines, and it is our understanding that the goal of such an agreement enjoys substantial support in both the arts community and the community as a whole. Indeed, we have been advised by council members Tom Johnson, Bill Waugh and Karen Gunderson Olson that it is critical that an agreement be reached because the City Council will not allow itself to be placed in the position of being the arbiter between competing arts groups. We were told that you have received the same advice. We believe that this means that a failure to reach agreement could well result in a complete lack of funding for any arts development in Rapid City.

During our meeting we reiterated our position that we want to see both projects proceed but we do not wish to build a Performing Arts Center at that the Seventh Street location. We want to see the Dahl expansion and renovation accomplished, specifically expanded gallery space and storage space for the permanent collection. The Dahl Center is an extremely important component in the Rapid City area. We fully support an expansion of that nature, because we fully support a vibrant and diverse arts community in Rapid City.

We stated that we believe we are at an unprecedented point in funding for arts and that both of our groups can accomplish our projects. Toward that end we initiated specific negotiations with the Rapid City Arts Council that the two groups join in a request that the City Council provide an allocation of Vision 2012 funding.

Based on Fred Thurston’s figures of estimated costs, we have the following expense allocation for the 7th Street project without a theatre.

New Gallery Site Work: $39,000 (5566sq.ft. @ $7)
Gallery Addition $500,940
Dahl Remodel $776,600
MDU Remodel $1,275,000
$2,591,540
A & E @ 10% $259,154
TOTAL $2,850,694

The pool of money allocated for the arts is as follows:

$4 million – 1st round 2012
$2 million – 2nd round 2012
$2,350,000 – fund raising and the $250,000 Federal Grant
$8,350,000
(500,000) purchase of MDU
(300,000) Architect and Engineering Fees Spent
$7,550,000 Funds Remaining

Of the $7,550,000 funds remaining we believe that $2,850,694 should be allocated to the Dahl/MDU remodel and the balance of $4,699,306 be allocated to the construction of a new Performing Arts Center. This allocation allows you to commence construction immediately. The Performing Arts Center will require additional fund raising on our part as it is estimated to cost $5.7 - $6 million. These numbers are not carved in stone. As we stated during the meeting Monday, we would be willing to have a joint meeting with Fred Thurston to work out details and cost breakdowns to refine the allocation

We believe that this proposal is a win--win for both of our groups. We offer this proposal in the spirit of cooperation and compromise. This will allow for expansion of the Arts on both campuses, provide parking for both locations, and room for expansion at both locations for the future of Rapid City.

Dear RCAC Board:
 
You may have received the attached letter from Mike Gould, president of BHCT ,  sent out late last night.  The executive boards met on Monday night to discuss expansion issues.  At that meeting the RCAC exec board made it clear to BHCT that it was gathering information to take to the full RCAC board.
 
The executive board met again last night to further analyze information received from City Council members and BHCT.  We will be providing a full explanation of BHCT's proposal and our recommendations on the expansion at the board meeting on Thursday, May 5th.  The RCAC board deserves a full and factual accounting so you may fully and carefully analyze the proposals and recommendations.
 
We feel it is important to do this work face to face in a professional manner and not conduct this kind of important business via e-mail. We are preparing our presentation for the board and looking for guidance and direction on these important matters.
